TCEQ approves proposal to request EPA redesignate El Paso County to attainment for one-hour ozone NAAQS – Considers similar proposal request for BPA area (Hardin, Jefferson, and Orange Counties).

On January 16, 2019, the Texas Commission on Environmental Quality (TCEQ) announced its approval of a proposal of the El Paso Redesignation Request and Maintenance Plan State Implementation (SIP) Revision for the One-Hour Ozone NAAQS.

The proposed SIP revision would include a request that the United States Environmental Protection Agency (EPA) redesignate the El Paso area (El Paso County) to attainment for the one-hour ozone National Ambient Air Quality Standard (NAAQS) and provide a maintenance plan that will ensure the area remains in attainment of the NAAQS through 2032. The SIP revision would include a request that the EPA also consider this plan as a second 10-year maintenance plan for the one-hour ozone NAAQS.

The public comment period on the proposal opened on January 18, 2019 and closes on February 20, 2019. A public hearing will be held in El Paso on February 19, 2019 at 2:00 p.m. at the TCEQ Regional Office, 401 E. Franklin Ave, Ste 560, Room 570, El Paso, TX.

In a related similar action, on January 18, 2019, TCEQ announced that on January 30, 2019, the commission will consider adoption of the BPA Redesignation Request and Maintenance Plan for the One-Hour Ozone Nonattainment Area and Second 10-Year Maintenance Plan for the 1997 Eight-Hour Ozone Nonattainment Area SIP revision. TCEQ also provided a January 11th memorandum providing background and reasons for the SIP revision.

As in the El Paso redesignation proposal, the BPA SIP revision would include a request that the EPA redesignate the BPA area (Hardin, Jefferson, and Orange Counties) to attainment for the one-hour ozone National Ambient Air Quality Standard (NAAQS) and provide a maintenance plan that will ensure the area remains in attainment of the NAAQS through 2032. The SIP revision would include a request that the EPA also consider this plan as a second 10-year maintenance plan for the one-hour ozone standard.
