The Oil & Gas Unit of Colorado’s Air Pollution Control Division has revised the template forms, guidance document, and review process for Operating and Maintenance (O&M) Plans for oil and gas sources according to an August 23, 2016 report from Trinity Consultants.

The new templates and guidance for using the templates are available from the CDPHE website. The new templates must be used for the following process unit types for any new or modified sources:

• Natural gas fueled reciprocating internal combustion engines;
• Condensate storage tanks;
• Produced water storage tanks;
• Crude oil storage tanks; and
• Separators

Other templates will be published at a later date.

There is no requirement to update existing, approved O&M plans with the new template unless the source is modified, but operators may elect to use the new template. An O&M plan may be modified without a permit modification, but sources must operate under an existing approved plan until approval for a modified plan is received.
