On On September 7, 2016 the Utah Air Quality Board (AQB) proposed for public comment revisions to the PM 2.5 State Implementation Plan (SIP) for Subparts H. 11, 12, and 13 according to a September 26, 2016 Trinity Consultants report.

The proposed amendments were to address the U.S. Environmental Protection Agency’s (EPA’s) comments and ensure consistency with the PM10 SIP conditions.

In summary, the changes consisted of overall enforcement of limits, emission limit averaging periods, and monitoring. Emission limit updates were proposed to improve consistency with the PM2.5 24-hour averaging period National Ambient Air Quality Standards (NAAQs) and include condensable and filterable PM2.5 emission limits where appropriate.

Source monitoring requirements include the use of Continuous Emission Monitoring Systems (CEMS), stack testing at least once every 3 years, and the use of interim parametric monitoring (where practicable between stack tests).
